Finance and Administration Coordinator will play a key role in ensuring effective financial management and administrative operations across Daayitwa Abhiyaan (DA) and its initiatives.Daayitwa, Governance Lab, Nepal Leadership Academy, and Nepal Rising. Working directly with the Executive Director and Program Director across DA, the Finance and Administrative Coordinator will provide strategic leadership in day-to-day finance and administration functions for multiple programs, coordinating closely with program and field teams, and supporting compliance, reporting, and organisational systems. 

 Key Responsibilities 

A. Financial Management 

● Maintain accurate financial records, including cash book, ledger, subsidiary ledger, and fixed asset register 

● Prepare financial reports and supporting documents as required by management and donors in a timely and systematic manner 

● Consolidate financial data and produce donor-mandated reports 

● Prepare annual budgets and financial forecasts 

● Provide support in budgeting for project proposals 

● Manage accounts payable, including payroll processing and timely payments

● Set up and manage a petty cash system 

● Conduct monthly bank reconciliation and report discrepancies 

● Maintain proper records of funds received, spent, and balances 

B. Accounting and Audit 

● Perform monthly bookkeeping tasks 

● Coordinate with external accountants and auditors for audits and financial reporting

● Ensure timely completion of organizational and project audits 

● Support preparation of financial reports for the management. 

C. Administrative Management 

● Oversee general office administration, including procurement, inventory, and record management

● Maintain updated office inventory and asset registers; guide field offices to do the same

● Manage administrative processes such as events, logistics, banking transactions, and payroll support 

● Administer annual maintenance contracts and office systems 

D. Procurement and Contract Management 

● Manage procurement processes in line with organizational policies 

● Negotiate, finalize, and administer contracts and purchase orders with vendors

● Monitor procurement compliance across the organization 

E. Compliance and Coordination 

● Ensure compliance with government regulations, including tax and social security requirements

● Liaise with government departments, banks, auditors, tax agents, and legal advisors

● Ensure all employees are registered with relevant authorities and statutory deductions are made

● Support program teams in complying with donor contractual and financial guidelines

● Monitor budget vs. expenditure and coordinate with program staff on variances 

F. Reporting and Systems 

● Develop and maintain a monthly financial reporting mechanism 

● Provide regular financial updates to management and stakeholders 

● Ensure adherence to organizational policies, procedures, and internal controls

● Recommend improvements to financial and administrative systems 

G. Other Duties 

● Perform any other tasks assigned by the Line Manager.

Qualifications 

● Bachelor’s degree in Finance, Accounting, Business Administration, or a related field. At least 4-5 years of relevant work experience is preferred. 

● Demonstrates high standards of ethics, integrity, and professionalism. 

● Ability to work independently on complex tasks, exercising creativity, judgment, and problem-solving skills. 

● Proficiency in Microsoft Office applications (Word, Excel, PowerPoint) and familiarity with accounting software. 

● Practical knowledge of financial management, accounting principles, preparing financial statements, and following Nepalese tax policies. 

● Strong numerical and analytical skills with meticulous attention to detail. 

● Proactive, practical, and solution-oriented approach to challenges and conflicts.

● Team player with the ability to communicate openly and collaborate across teams and field offices. Strong organizational and time-management skills, with the ability to prioritize tasks and meet deadlines under pressure.

Entrepreneurship Cluster 

The entrepreneurship cluster in Daayitwa works in enabling the rural enterprise ecosystem to enable enterprise-led employment creation in rural Nepal with Rural Enterprise Acceleration Program (REAP) and Growth Entrepreneurship and Employment Promotion (GEEP) Program as its flagship projects. 

The Daayitwa Rural Enterprise Acceleration Program (REAP) was initiated in 2013 with the mission of “domestic employment generation through rural entrepreneurship for an inclusive and enterprising Nepal”. REAP identifies growth-oriented rural women and youth entrepreneurs, capacitates them to exploit local innovations, connects enterprises with financial institutions, and bolsters the municipal enterprise ecosystem. REAP operates as a municipality-based competition on a one-year timeline, with close technical and financial collaboration with municipalities at the core. 

GEEP builds on Daayitwa’s decade-long experience in governance innovation and accelerating growth-oriented enterprises in rural Nepal to create jobs and amplify income through the Rural Enterprise Acceleration Program (REAP). GEEP is executed through a partnership among Daayitwa, provincial governments, local governments and the Nepali diaspora. GEEP’s objectives are to accelerate growth-oriented rural enterprises, build state capability for effective policy implementation and foster stakeholder collaboration for governance innovation. GEEP is currently being implemented in 14 rural/municipalities of Gandaki, Lumbini and Koshi province. Daayitwa is expanding its entrepreneurship initiatives in collaboration with partner organizations in Jumla, and Bajura districts and is looking to grow its team with passionate professionals. 

Project Overview 

The entrepreneurship cluster in Daayitwa is launching a business incubation and acceleration program in Jumla and Bajura districts in Nepal. The project will work with 60 growth oriented small and medium enterprises through the accelerator program and 60 new enterprises through the incubator program in the agriculture sector. The program will include a series of business as well as technical training, one-on-one coaching, technology support, market linkages and access to finance among other business development services to support new business formation as well as business growth in the region. 

Responsibilities:

You as the Enterprise Development Coordinator will report to and assist the Entrepreneurship Program Manager in providing leadership, management oversight, and technical direction for entrepreneurship projects, ensuring that project deliverables are met on time and deliver desired impact. 

A) Coordinate Program 

● Lead the implementation of the entrepreneurship projects in respective districts, with a focus on managing key elements such as selection, capacity building, access to finance and markets, value chain strengthening and overall program execution. 

● Contribute to the design and execution of diverse project activities, including conducting scoping studies, developing curriculum, creating analytical toolkits, screening applications, and overseeing project implementation. 

● Manage and support Enterprise Development Coaches to provide hands-on coaching support to enterprises, and organize and implement project activities at the local level.

● Organize various events such as awareness programs, orientation workshops, entrepreneurship workshops (including business incubation and acceleration training modules) and pitching sessions together with the Project team 

● Conduct field visits to the project area as and when required. 

● Build and strengthen partnerships with stakeholders (e.g. government, private companies, banks, universities, local communities, NGOs) 

● Prepare regular progress reports in line with reporting schedules, as well as any other reports requested by stakeholders. 

● Collaborate with national/provincial/municipal advisors to ensure the project is implemented according to organization and industry best practices, programme framework, and regulations. ● Design business and entrepreneurship tools and methodologies for enterprise incubation and acceleration. 

● Collaborate with the Daayitwa communication team in creating and sharing stories of impact to national and international audiences; design and develop engaging communication materials, including brochures, newsletters, reports, social media content. 

● Collaborate with the Daayitwa communication team in communication & outreach activities like knowledge dissemination, presentations, and program updates for internal and external stakeholders. 

● Collaborate with the M&E team on project monitoring, evaluation, accountability, and learning (MEAL) activities, including data collection, tracking key performance indicators, and ensuring timely reporting. 

● Support with various administrative, human resources and communications functions.

● Foster a productive and supportive environment for team members to learn, grow, and contribute effectively to the program’s impact. 

B) Improve Access to Finance and Access to Markets 

● Design and implement interventions that strengthen entrepreneurs’ access to finance (e.g., through linkages with financial institutions, business planning support, financial literacy programs) and access to markets (e.g., through market linkages, trade fairs, buyer-seller meets), as well as support branding and marketing of selected enterprises. 

● Build and strengthen partnerships with access to market and access to finance stakeholders (e.g., private companies, banks, academicians, experts) to foster an enabling ecosystem.

● Identify and collaborate with national and international experts to introduce innovative solutions for improving financial and market inclusion of local entrepreneurs.

● Develop tools and frameworks to assess enterprise readiness for finance and markets, and provide tailored technical assistance. 

● Facilitate business-to-business (B2B) linkages and networks to open new market opportunities for local entrepreneurs. 

● Support enterprises in developing marketing strategies, packaging, and quality improvement to meet buyer requirements and standards. 

● Promote digital financial solutions and e-commerce platforms as part of expanding market reach and financial inclusion. 

● Coordinate with local governments to advocate for policies that enhance access to finance and market infrastructure. 

C) Rural Enterprise Innovation & Value Chain Development 

● Design and implement interventions to strengthen rural enterprise innovation and value chain development by identifying key gaps, constraints, and growth opportunities across both agriculture and non-agriculture sectors. 

● Provide and coordinate technical assistance to enhance productivity and competitiveness of enterprises, including support in improved agricultural practices, post-harvest management, storage, value addition, and diversification, while ensuring similar tailored support for non-agri enterprises. 

● Facilitate access to appropriate inputs, technologies, and business development services to enable enterprise growth and efficiency. 

● Promote the adoption of innovative solutions such as climate-smart practices, digital tools, and appropriate mechanization to improve productivity and resilience of rural businesses.

● Support the development and piloting of context-specific and scalable business models suited to rural markets and resource conditions. 

● Foster a culture of local innovation by encouraging entrepreneurs to identify challenges, test solutions, and adopt adaptive approaches to problem-solving. 

Requirement: 

● Master’s in Business Administration, Entrepreneurship, Agriculture, Economics, or other related fields. 

● At least 6 years of experience working in an entrepreneurship development project or program setting. Proven track record in coordinating projects at the local or federal level in the field of rural entrepreneurship.

● The candidate should have technical expertise in innovating rural enterprises along with supervisory, and management experience in programs of a similar scope and scale. 

● Team management experience and ability to remotely manage the field team located in different project locations. 

● Experience in designing and implementing rural entrepreneurship development projects in agri as well as non-agri sectors; experience of working with growth entrepreneurship, value chain development, access to market and access to finance. 

● Understanding of social issues related to youth employment, youth entrepreneurship, gender equality and social inclusion, and community-driven development. 

● Recognized expertise in rural development, community engagement, stakeholder collaboration and private sector development. 

● Ability to work effectively under pressure in a diverse, team-oriented environment.

● Strong motivation, self-starter, and organizational/time management skills.

Your role will focus on timely delivery of project outputs and achieving the desired impact. Key responsibilities include:

● Lead the municipal level implementation of the business incubator and accelerator project, overseeing key components such as selection, capacity building, and program execution at municipal level. 

● Coordinate closely with the program team on all technical matters and support leadership and project management at municipal level 

● Support the program team in selection of entrepreneurs, lead field visits to entrepreneurs location as and when needed in the selection process. 

● Organize and deliver in-person coaching sessions for entrepreneurs in accordance with the course structure and timelines as set by the program team. 

● Identify entrepreneurs’ needs during coaching sessions and explore partnerships and collaborations that may benefit the entrepreneurs. 

● Support the program team with programmatic coordination and liaising with the entrepreneurs.

● Develop and execute strategies and operational plans for the program in collaboration with the program team and other Daayitwa members. 

● Organize and facilitate various events such as awareness programs, orientation workshops, entrepreneurship workshops and pitching sessions together with the program team.

● Coach and support entrepreneurs throughout the process (support to refine business ideas, help prepare to pitch to potential investors, provide backstopping support to adopt innovative ideas, etc.) 

● Conduct regular field visits to monitor, and evaluate all project activities. 

● Support project monitoring, research, evaluation, and learning activities to measure progress and impact. 

● Prepare regular progress reports as per the reporting schedules and address additional reporting requests from development partners and stakeholders.

Entrepreneurship Cluster 

The entrepreneurship cluster in Daayitwa works in enabling the rural enterprise ecosystem to enable enterprise-led employment creation in rural Nepal with Rural Enterprise Acceleration Program (REAP) and Growth Entrepreneurship and Employment Promotion (GEEP) Program as its flagship projects. 

The Daayitwa Rural Enterprise Acceleration Program (REAP) was initiated in 2013 with the mission of “domestic employment generation through rural entrepreneurship for an inclusive and enterprising Nepal”. REAP identifies growth-oriented rural women and youth entrepreneurs, capacitates them to exploit local innovations, connects enterprises with financial institutions, and bolsters the municipal enterprise ecosystem. REAP operates as a municipality-based competition on a one-year timeline, with close technical and financial collaboration with municipalities at the core. 

GEEP builds on Daayitwa’s decade-long experience in governance innovation and accelerating growth-oriented enterprises in rural Nepal to create jobs and amplify income through the Rural Enterprise Acceleration Program (REAP). GEEP is executed through a partnership among Daayitwa, provincial governments, local governments and the Nepali diaspora. GEEP’s objectives are to accelerate growth-oriented rural enterprises, build state capability for effective policy implementation and foster stakeholder collaboration for governance innovation. GEEP is currently being implemented in 14 rural/municipalities of Gandaki, Lumbini and Koshi province. 

Project Overview 

The entrepreneurship cluster in Daayitwa is launching a business acceleration program in Koshi and Karnali Province in Nepal. The project will work with 35 growth oriented small and medium enterprises in the agriculture sector in Koshi and Karnali Province, following a training and coaching model. The nine month long program will include three residential trainings for entrepreneurs and 18 - 24 on-site coaching sessions. The project also aims to build partnerships with the provincial government in Koshi and Karnali for long term sustainability and continuation. 

Scope of Work 

The Business Coach will be responsible for: 

1. Participating in the Training of Trainers (ToT) organized by Daayitwa and partner organizations 2. Participate in the training for entrepreneurs 

3. Organize and deliver in-person coaching sessions for entrepreneurs in accordance with the course structure and timelines as set by the program team 

4. Coordinate with the program M&E team for M&E data collection 

5. Support the program team with programmatic coordination and liaising with the entrepreneurs 6. Prepare reports and documentations as required by the program 

Qualifications and Experience 

● Advanced degree in business administration, entrepreneurship, economics, development studies, or a related field. 

● Demonstrated experience in training and coaching entrepreneurs. 

● 5+ years of working in the rural entrepreneurship sector in Nepal. Candidates who are residents of the Karnali Province will have an added advantage. 

● Strong knowledge of the agri-SME sector, particularly in Nepal’s provincial context (specifically Koshi and Karnali province). 

● Exceptional communication, facilitation, and analytical skills. 

● Knowledge and/or experience in GESI and climate resilient businesses is an added advantage

● Knowledge and ability to coach entrepreneurs in different relevant business areas such as operations, market, business expansion, business development, GESI and climate resilience

● Ability to travel to entrepreneur’s locations for coaching sessions. 

Additional information

Daayitwa runs several programs and initiatives aimed at our focus area. These key programs include: 

Growth Entrepreneurship and Employment Program (GEEP): GEEP accelerates rural enterprises for boosting employment and income growth in rural Nepal. GEEP is executed through a partnership among Daayitwa, Gandaki and Koshi provincial governments, 10 local governments and the Nepali diaspora. GEEP’s objectives are to accelerate growth-oriented rural enterprises, build state capability for effective policy implementation and foster stakeholder collaboration for governance innovation. GEEP builds on Daayitwa’s decade-long experience in governance innovation and accelerating growth-oriented enterprises in rural Nepal to create jobs and amplify income through the Rural Enterprise Acceleration Program (REAP). 

Daayitwa Nepal Public Service Policy Fellowship Program: Daayitwa supports bureaucrats and parliamentarians in making policy decisions by conducting policy research, building capability of government and strengthening research ecosystem. Through the Daayitwa Nepal Public Policy Fellowship (DNPPF) Program and Daayitwa Nepal Public Administration Fellowship (DNPAF), Daayitwa identifies service-minded talented Nepali youth, capacitates them to conduct policy research, connects their policy recommendations with government actions and builds an evidence-based policy ecosystem. Since 2013, DNPSF has supported 189 talented Nepali youth trained in 32 countries to conduct research projects for 28 parliamentarians and 74 government organizations in all 7 provinces (42 municipalities).

Policy and Governance Research: Daayitwa has conducted research on several topics including youth employment, enterprise ecosystem, as well as women’s political and economic empowerment. Leadership for Economic Governance Program: Daayitwa enables local governments to promote local economic development by enhancing their policy leadership capability and fostering trustful collaboration with other municipal ecosystem stakeholders. Through the Leadership for Economic Governance (LEG) program, a joint initiative of Daayitwa, Governance Lab and Nepal Leadership Academy, we run an executive policy leadership course for local governments, supports them to identify major economic challenges, and facilitates them to implement innovative policy pilots using the Problem-Driven Iterative Adaptation (PDIA) and Rapid Results Initiative (RRI) approaches. So far, LEG has supported 3 municipal governments of Lumbini province to promote youth employment and women’s economic empowerment. 

National Governance Symposium: The National Governance Symposium (NGS) is an annual event organized by Governance Lab at Daayitwa Abhiyaan, with Daayitwa as the organizing partner. This program strives to be an intellectually rich and politically unbiased learning platform for celebrating, studying and contextualizing models of innovation and collaboration in public service delivery that can enable governance stakeholders to think freshly and act productively. NGS has been conducted since 2022 in partnership with the Office of Prime Ministers & Council of Ministers, Ministry of Federal Affairs and General Administration, Ministry of Finance, and National Planning Commission. 

Policy and Governance Dialogues: Daayitwa has been organizing policy and governance dialogues to enhance the governance ecosystem of the country. These dialogues aim to foster greater shared clarity, commitment, and capacity among key stakeholders such as the Federal Parliament of Nepal, academic institutions, civil society organizations, and the private sector. Through such dialogues, Daayitwa aims to bring together stakeholders on crucial policy matters related to Nepal's economic development. Daayitwa also brings together local leaders, national and international experts, and development practitioners from various fields to gather unique insights and perspectives. 

Position Overview 

The Monitoring and Evaluation (M&E) Consultant will be responsible for designing, implementing, and strengthening an organization-wide M&E system for Daayitwa Nepal. The consultant will ensure systematic data collection, analysis, and utilization to track programme performance, demonstrate impact, and support evidence-based decision-making across key interventions, including entrepreneurship development, public policy fellowships, governance capacity building, and policy support initiatives. 

Scope of Work 

1. M&E System Design and Management 

● Develop, refine, and operationalize a practical organization-wide M&E framework, including indicators, tools, and reporting templates across all programmes (e.g., GEEP, DNPPF, provincial and local fellowships, leadership training, policy support, National Governance Symposium). 

● Establish and manage a centralized M&E database to track outputs and outcomes such as enterprises supported, jobs created, fellows placed, policy outputs, training participation, and alumni engagement. 

● Ensure M&E processes are streamlined, user-friendly, and embedded within programme implementation.

2. Monitoring, Data Collection, and Quality Assurance 

● Design and implement monitoring tools, surveys, and field visit protocols for programme teams and provincial coordinators. 

● Ensure data accuracy, consistency, and proper disaggregation (e.g., gender, geography, municipality). 

● Maintain timely and reliable updating of programme data and records. 

3. Analysis, Reporting, and Learning 

● Conduct periodic (quarterly) data analysis and produce concise progress reports, impact summaries, and learning briefs. 

● Support preparation of donor reports, annual reports, and presentations with credible data and evidence. 

● Document lessons learned, success stories, and case studies, and facilitate their integration into programme design and improvement. 

4. Capacity Building and Coordination 

● Provide training and ongoing technical support to programme staff, fellows, and partners on M&E tools, data collection, and results-based management. 

● Collaborate closely with programme teams to strengthen M&E practices across the organization.

● Engage with donors and external stakeholders on M&E-related requirements and reporting as needed. 

5. Other Responsibilities 

● Ensure compliance with data protection, confidentiality, and ethical standards in all M&E activities. 

● Undertake additional tasks as assigned to support organizational learning and accountability.

Qualifications and Experience 

● Master’s degree in Development Studies, Economics, Statistics, Public Policy, Social Sciences, or a related field (Bachelor’s degree with substantial relevant experience may be considered).

● At least 3 years of demonstrated experience in monitoring and evaluation, preferably within governance, entrepreneurship, or public policy programmes in Nepal. 

● Proven experience in developing M&E frameworks, tools, database systems, and analytical reports. 

● Proficiency in Excel and data analysis tools; familiarity with data management systems is an asset. 

● Understanding of Nepal’s federal governance system and experience working with government institutions is preferred. 

● Strong analytical, documentation, and report writing skills. 

● High attention to detail, integrity, and results-oriented approach. 

● Ability to work collaboratively with diverse teams and stakeholders. 

● Excellent written and verbal communication skills in both Nepali and English.

● Demonstrated commitment to evidence-based programming and continuous learning.
